Qunbula was a part of the Iraqi Super Soldier program, Project 'Atasa'al jundi'. I was part of the military unit that took down the program after the invasion in the 2000's... at least as far as we knew.
The data we'd access to listed him as a mutant, so'd assume he is. And I've seen his powers... he's the one who killed nearly all of my unit and the last survivors of the program when he took out a whole building.
I've attached a timeline and anything else I can remember on him.
