Our refugee is Beatrice Heather Davis, formerly of Selkirk, Manitoba. Tiny city up the highway from Winnipeg, good Junior Hockey team, and no, I haven't been. The second she mentioned she was Canadian, I assumed that she'd gone through Flight training and Heather just sent me her file.
Tough home life, bad manifestation, ended up estranged doing her Gamma Flight training in the Peg. Did some advanced training with Beta and was offered a position but declined. Instead, went to work with Department H directly as a consultant. That's not uncommon, especially for psions. Department H does a ton of research and it is a pretty good salary for what is basically showing off your powers to scientists from around the world in a lab.
She resigned a few years ago. On paper, she still lives outside of Selkirk on a rural road, files her income taxes on time and is listed as a self-employed wilderness guide leading tourists out into the bush, which is not uncommon for that community. No criminal record, expired passport, and as small and dull a footprint as one can have. It's a solid professional cover, which fits Creed's profile.
So the big question is how does she go from a cushy job at Department H to, presumably, being recruited by Victor Creed and working in the mercenary world? There's still some risk, but this isn't a Brotherhood play. Creed works for the Brotherhood for money, period, and there's no way anything about his profile would have him give them an asset or that they'd trust him as the middleman for something more complicated.
I've sent the files over to Marie-Ange to see if we get some hits, but tracking Creed is like trying to find a ghost. You occasionally get the results and carnage from where he's been, but getting eyes and ears on him during is next to impossible. I've run through her mention of Milwaukee or something mid-West with Creed or the Brotherhood involved and I'm getting nothing. If it was some kind of internal Brotherhood thing, it could have gone down without anyone not directly involved knowing.
End of the day, there's a lot of questions, but based on your scan of her and these elements, her story rings true. I don't know how trustworthy she is, but it seems she came here looking for help and protection. We've taken on riskier for less reasons.
