I am writing on a somewhat complicated matter I wish to request your assistance on. 

A week or two ago you might have caught Madin's post about Ayame Inoue, a spokesperson for an Pennsylvanian organisation known as the Sapiens Foundation. Unfortunately the Sapiens Foundation has caught my attention in an investigation to the support of certain anti-mutant bills making their way through the Pennsylvania State Legislature. The fact that this organization has a mutant spokesperson who basically pleads for anti-mutant bills has given them quite a bit of credibility. 

In the course of the investigation, we learned her living conditions are not optimal, so to speak. I have attached a summary of the Sapiens Foundation, Ms. Inoue's background and psychological profile, including the death of her parents when she manifested her electrokinetic powers and the couple who subsequently took her in. 

With your experience and connections with the Underground, would you be willing to Pennsylvania and check if she would like some assistance?

Subject: Cat is out of the bag 

Dear Ms. Frost, 

Doug, Sue and I have been investigating the supposed grassroots support behind certain laws and we are looking at a very well set-up case of astroturfing. This includes fake identities, extensive use of bots on social media and sophisticated methods of hiding all of this. Out of four groups behind the bills to make parents liable for the damage their child causes when manifesting and to force each school distract to offer 'suitable' facilities for special needs students with the X-gene, only the Sapiens Foundation is a true working organisation. The other three are all covers, supposed formed after three cases of violent manifestation, namely a teen causing a fire in a skate park, a telekinetic defenestration after unwanted advance and finally one that is truly tragic, namely a teen killing another teen by accidentally turning him into gold. 

Besides the Sapiens Foundation we suspect the Friends of Humanity are involved as well, but we are still determining the level of their involvement. 

I am currently broadening the search, working with my friends Ian, Cara and CJ to determine which other laws look very likely to have background while Sue and Doug are researching a suspicious website called Humanity First. It is a website that sets a dangerous precedent, in my opinion.

I write in the hope you might be able to give me some extra insight in a questionable proposed law I recently came across. When you read it on the surface, it all sounds quite innocent and maybe even good, but it gives me an uneasy feeling. I do lack the knowledge and experience in the field of education to fully picture the consequences, so I hope you might be able to give me some insights.

I have attached the full text of the bill, but at the core is an obligation to for each school district to offer suitable facilities for special needs students with a X-gene.

Dear Ms. Frost, Doug, 

Between your staff and my connections an interesting picture is developing. Below is a link is a link where I am currently mapping all the laws in case you want a full overview, but against expectations Pennsylvania is emerging as a focal point with at least triple the laws under consideration compared to other states. Something I frankly would have suspected from one of the red states. 

One particular proposal seems furthest along in the process and seems most prominent. After three violent manifestations in the Pittsburgh area, laws are on the docket which would make parents financially liable for any damage that is caused by their manifesting child as well as an obligation for schools to offer suitable facilities for special needs students with an X-gene. That last one holds some implications I do not like.

I propose we dig further into this specific bill, looking at who are behind this for one. I will also ask Sue to assist. Her research skills should match well with our.
