About: Appropriate use of force 

Mr. Summers, 

I've been reviewing some materials you sent me on the appropriate use of force in the field. I can translate the the increasing steps from just our presence acting as deterrent all the way to deadly force, even with our various powers. Though to think about how I would use my powers at the various levels was an challenging exercise, because so much depends on the circumstances. 

But where I am wondering about is how we determine appropriate force or action towards a group? When will we take a certain level of action? 

I am curious about your thoughts,

That's a very good question Sooraya, and one that we've all struggled with time and again.


To me, part of it comes towards how much of a threat they are and how far we're willing to let restraint hold us. We're capable of hitting very hard, matching the Avengers as a mailed fist if needed, but not all threats require that sometimes a scalpal is a more effective tool. Always enough force and pressure to get the job done though with the minimal casualties.

To me, when you take the action is the more interesting question, how proactive can we be. Honestly, if we know there's a threat we should be acting to stop it, to do anything less is to knowingly put lives in danger. So my return question to you is that, if we think there's a threat, are we justified in having a psychic test, and what if someone is thinking of attacking a mutant. Should we wait for him to move, or should we act now?
