Subject: Use of the phone and other privileges
While I find myself at a loss to explain why none of the other staff members, most especially Emma, has not taken you in hand and explained what students are and are not permitted to do, it is an oversight that needs to be remedied.
I will speak to Professor Xavier, and Emma on this matter. If they, or another staff member has not spoken to you by Friday morning, come find me. Even in your current condition, you have certain freedoms that we do not remove.

I am going to assume the boy is seeking sympathy and has exaggerated his concerns. Regardless, he is at least acting like this campus is a prison. Given that we seem to have a recurring problem with a handful of students assuming that we, the staff, are here to make their lives miserable and boring, I would like to cut Mr. de la Rocha's complaints off at the head before the student body spins them into rumors of not being able to leave the grounds or contact their families.
He seems to be under the illusion that he cannot make personal phone calls. I am not certain as to what -else- he might believe, but it is a problem we need to remedy.

Ororo, Manuel's condition was such when he came to the school that he could not be given any form of standard orientation. He has improved over the months but while he is not a prisoner here, he is still unstable and I have left his priviledges in the hands of Ms. Frost as she is responsible for monitoring his condition. I do know that he feels free to order things over the telephone and internet and no one has ever made any effort to restrict his calling in any manner.
Manuel is coming from a situation where he was not permitted any personal freedoms and I take it as an encouraging sign that he is testing his boundaries now. I will leave choices regarding his priviledges to Ms. Frost and Dr. Samson for the time being, though I do believe that Manuel should be encouraged as much as possible in the direction of independance so long as he does not endanger himself in the process.

I am more concerned that his belief that he is not allowed to make personal phone calls or leave the grounds will cause some of the other students to become even more unsettled than they are.
We have far too many young people in this school convinced that we are going to lock them in their own rooms for safety, or that we are going to restrict them over petty concerns about completed homework to encourage any more rumors.

I understand completely, Ororo. However, the students are well-accustomed to Manuel's hyperbole at this point and I don't know that his complaints will have much impact on student morale. If you would like to collaborate with Emma regarding an orientation for Manuel, I would be supportive of that. I do know that he has developed friendships with Marie and Shinobi and perhaps you could use them as part of an attempt to alter Manuel's perceptions. I understand that he is struggling with depression right now and having his friends encourage him to greater independance and new perspective can only be a positive step. Please also feel free to approach Leonard regarding this issue.
