Mr Haller,

I've got a problem and I'm not sure what to do about it. What would you do if you knew someone had broken the law but it was a sort of incidental one? Only, it's still a law.

I feel like I should do something about it, only I don't know what.

Well, without knowing what it is, it's hard to say. I suppose it depends on what was broken, and under what circumstances. I'm going to assume this isn't someone random, right? (And also that this wasn't something like, say, theft or vandalism, which are definitely things the code of silence should not encompass.)

If you're stuck, "Was any person or property damaged?" is a good question to ask. So is "Was there the potential for any person or property to be damaged?". Just because a bad result failed to occur doesn't necessarily mean the behavior was acceptable.

And, if you're really bothered, you can always try conversation.
